Microsoft, once OpenAI’s exclusive cloud provider, now holds the “right of first refusal” for OpenAI’s cloud computing capacity. 

This means Microsoft gets priority in hosting OpenAI’s workloads but allows OpenAI to seek other providers, such as Oracle, if Microsoft cannot meet its needs. This change coincides with OpenAI’s new Stargate infrastructure project with SoftBank and Oracle.
